H-1Bs: Still Not the Best and the Brightest

A professor from UC Davis analyzes DOL data in relationship to the recent claims from Microsoft that to hire the best and brightest they must have more H-1Bs. His analysis indicates that by and large H-1Bs are hired for entry-level positions, not the upper level positions the 'best and brightest' would be expected to fill.
